Dr. Hamilton Cheng is Research Fellows of Public Television Service, Taiwan. He graduated from College of Communication, National Chengchi University in 2003 and specialized in the area of broadcasting policy. Since 2000, Dr. Cheng has served as staff of R&D Department, PTS. His major research area included Public Service Media Policy, Digital Video Broadcasting, International Relations, Management by Object, and Knowledge Management.
Concurrently, Dr. Cheng has been invited by Government Information Office as the Advisor of Broadcasting Law Amendment and Free-to-air TV Policy Reform Task Force. Continually, he was also the PTS’ Chief-Operation-Officer of Five-consecutive-year’s Digital Terrestrial Broadcasting National Project from 2003 to 2006. His contribution was honoured by Ministry of Education as a Winner of R&D Award for Academy & Industry Collaboration. In 2006, Cheng was promoted to be Director of Strategy Department.
Other than technical issue, he was appointed by National Government as one of the Board Directors governing Taiwan Broadcasting System’s service (Legal, Digital Broadcasting, and Labour Affairs Division) since August, 2009. Leaving the post, he was funded by Japan Interchange Association for a short-term study on Emergency Warning Broadcasting System of NHK, started from June to July 2013 and following worked for establishing emergency broadcasting within local stakeholders group from 2014 till now. Finally, he was the pioneer of recommending the TV museum should be locate officially at National Science and Technology Museum (NSTM) in Kaohsiung around 2011. Meantime, he promoted NSTM achieving the analogy RF transmitters before 2012 switchover year in celebrating ITU (Agency of United Nations) GE06 Digital Switchover Milestone should be reached in 2015.
